GPO Names Chief Acquisition Officer

January 2008 - WASHINGTON—Public Printer Robert C. Tapella announces the appointment of Herbert H. Jackson Jr. as the Chief Acquisition Officer for the U.S. Government Printing Office (GPO). In this role, Jackson will direct the planning and management of GPO’s acquisition program that includes multi-million dollar federal acquisition and procurement initiatives of technical and information systems.
Jackson has been serving as Acting Chief Acquisition Officer following the passing of Dr. Dean Fish last fall. Jackson has been a GPO employee for 27 years, holding numerous positions in the acquisition area, beginning his career as a Procurement Clerk in Printing Procurement. In recent years Jackson has been part of two projects that show why GPO is a leader in the digital world. He worked closely with the Department of State in developing and soliciting a multi-million dollar contract for GPO to produce the new e-Passport for Americans. He oversaw the acquisition process from beginning to end. Jackson also was the contracting officer on the acquisition of GPO’s Federal Digital System (FDsys). He conducted negotiations and oral presentations that led to a multi-million dollar contract award. When completed, FDsys will give the public a one-top site to authentic, public information on the documents of our democracy.

Jackson studied Business Administration and English at the University of Maryland and received his Bachelors in Biblical Studies from the Sure Foundation Biblical Institute of Seminole, Florida, where he is currently pursuing a Masters Degree. He also is a graduate of the Council for Excellence in Government’s (CEG) Fellows Program and served the CEG during the 2006-2007 year as a Co-Coach.
