GPO Director Names Chief of Staff

WASHINGTON – U.S. Government Publishing Office (GPO) Director Hugh Nathanial Halpern has named Stephen LeBlanc as the Agency’s Chief of Staff. In this role, LeBlanc will support Director Halpern in carrying out GPO’s mission and meeting Agency goals. In addition to his GPO-wide program and management responsibilities, LeBlanc will oversee GPO’s Strategy, Communications and Congressional operations. He will also be management’s liaison to GPO’s Inspector General’s office.

“In his nearly 20 years at GPO managing the production of the U.S. passport and secure credentials, Steve has proven himself to be a leader for change at GPO whose experience and leadership are unmatched,” said Director Halpern. “Steve has a proven ability to work collaboratively, demonstrate accountability, and most importantly, meet and exceed Agency goals year after year. I look forward to his continued counsel in advancing GPO’s mission. All of GPO joins me in congratulating Steve on this well-deserved promotion.”

LeBlanc joined GPO in 2005 and has managed the Security and Intelligent Documents business unit. As the Managing Director, he has overseen the production of the U.S. passport and served as GPO’s point person to the Department of State. Under LeBlanc’s leadership, the GPO team worked with the Department of State to bring the electronic passport from concept to reality in the mid-2000s and has now ushered in the next generation of the U.S. passport. In 2007, LeBlanc opened the GPO Secure Credential Center for the production of secure cards. This expanded GPO’s services of designing, printing, personalizing and delivering secure Federal credentials for many Government Agencies.

Prior to joining GPO, LeBlanc was with The Washington Post, where he held the positions of Production Superintendent and Manager, Packaging and Distribution. LeBlanc served on active duty for 23 years in the U.S. Marine Corps, where he retired with the rank of Lieutenant Colonel.

LeBlanc received a B.S. degree from Villanova University and went on to earn a Master’s in National Strategic Studies from the U. S. Army War College and an M.B.A. from the University of Rochester.
