Air Force Selects Cardiff XML And Adobe PDF eForm Solutions

SAN DIEGO, Oct. 18 Cardiff Software Inc., a leader in XML-based business and process automation solutions, today announced that the U.S. Air Force Air Mobility Command (AMC) has selected Cardiff and Document Technologies, a Cardiff Certified Channel Partner, to provide automated paper and eForm solutions to process evaluation surveys at 12 Family Support Centers (FSC) in North America. The support centers, a function of the AMC, are to provide assistance to 49,000 active duty military personnel and 118,000 family members. Using Cardiff TELEform(TM) and PDF+Forms(TM) products, as well as Document Technologies' DocuData(TM) and project integration services, AMC implemented a complete information capture and processing system that allows their Outcome Measurements program to comply with the Government Performance Review Act of 1993 (GPRA). GPRA was mandated by the Department of Defense to measure military programs return on investment and ensure the best use of taxpayer dollars. The solution also meets mandates found within the Government Paper Elimination Act of 1999, which requires that high-use paper forms be available online and automatically processed by fiscal year 2003. "The AMC Outcomes Measurement program was developed to gauge whether we were making a difference for military families with the programs that deal with issues such as relocation,'' said CMSgt Eric Carlson, superintendent, Family Matters, HQ AMC/DPFF. "In order to do this we partnered with Cardiff Software and Document Technologies. Their integrated solutions and services gave us the ability to collect information using traditional paper forms and Web-based electronic forms -- with a single investment.'' Completed paper evaluation forms are faxed or scanned into the Cardiff TELEform system, where they are converted into XML data using advanced Optical and Intelligent Character Recognition (OCR and ICR) engines. Online forms are published by the system as Adobe Portable Document Format (PDF) forms using Cardiff PDF+Forms, allowing evaluation forms to be completed over the Web and email using the free Adobe Acrobat Reader Internet client. In both cases, the collected data is processed through sophisticated business rules within Cardiff TELEform to ensure that the data is clean, complete and correct. The Cardiff TELEform system then uses Connect Agent technology to deliver data to Document Technologies' DocuData, an image enabled data analysis and reporting tool. DocuData also allows AMC bases to send collected data to the centralized analysis center located at Scott Air Force Base (AFB) in St. Louis, Mo. "By using Cardiff TELEform and Cardiff PDF+Forms together, the AMC is utilizing the first complete form design, data verification and processing system for Adobe PDF documents and forms,'' said Robert Weideman, vice president of marketing at Cardiff. "Scott AFB has the administration functionality to consolidate data into one report, or individually if required.''
