ABM Urges Delay In Postal Rate Implementation

Now that the dust has settled, it appears that the "typical" ABM publication will experience a postage increase of about 11%. This is roughly one percentage point more than the average recommended increase calculated by the Commission. The rates originally proposed by the Postal Service would have raised an ABM publication's rate by 15%, but this four-percentage point differential translates into savings for ABM member publications of about 8 million dollars annually. ABM, along with its partners in the informal "publishers' coalition," was one of the most active litigants in the case before the Rate Commission. In comments filed last week, ABM has also urged the Postal Service Board of Governors to delay the implementation of the new rates by 60 days to allow for the development and testing of new software. But, at this point, we have no reason to expect a delay beyond early January, since each day of delay costs the Postal Service 6 million dollars.
