One of the highlights of the legislation is the establishment of mechanisms for controlling future postal increases which will create a more predictable postal environment that will benefit many of Quebecor World's customers which include leading publishers, catalogers, retailers and direct mailers. "We congratulate the House and Senate leadership who along with many of our customers and industry leaders worked tirelessly to enable the passage of this legislation. Quebecor World's customers will benefit from smaller, regular and more predictable rate increases tied to the Consumer Price Index. The newly established Postal Regulatory Commission will have greater authority and will allow the Postal Service to concentrate on its core business, leading to better service to the mailing industry. Additionally, the bill requires the Postal Service to establish a set of service standards and provide a system of objective external performance measurement.
